See this letter which the Joint Parish Councils (Alfold, Bramley, Busbridge, Chiddingfold, Dunsfold, Hambledon, Hascombe, Loxwood, Plaistow & Ifold, Shalford and Wonersh) sent to Waverley Borough Council about the Dunsfold Aerodrome planning application.  The final paragraph says it all

“We therefore formally request that consideration of this application be delayed until after examination of Waverley’s Emerging Replacement Plan with respect, in particular to Draft Policy ALH1 and Draft Policy SS7. In so doing, we remind you that any decision not to do so would be amenable to judicial review, which is – we are sure – something which all parties would wish to avoid.”
